Wrongful death by city or tornado?

This man here is a well known man in his community.He was a eighty two year old man undergoing chemotherapy for prostate cancer.He had owned his own auto shop caring for those mechanically that needed it.Unfortunately he was one of five victims whose death was by tornado in St.Louis May 16th,2025.His daughter who goes by Deborah Patrick decided to file a wrongful death lawsuit against the city of St.Louis on July 1,2025.The lawsuit claims that a tree had fallen onto Larry Patrick's home ultimately leading to his death.Larry himself  had previously warned the city about the tree for at least 16 months before the may 16th tornado.It was proven by documents that the city was made aware of the decaying tree but in the end they just brushed it under the rug.Who knows what else St.Louis has brushed under the rug.

What you see to the right is the path of the EF3 tornado that touched down in St.Louis.

Whoever had lived along the path received no warning due to the sirens not going off.The sirens didn't go off not only due to human error but because of a system failure.The workers were out of the building at an workshop so nobody was there to push the activation button.Not only that but the emergency plan was outdated the city had failed to keep up with such a necessity.The last update was in 2003 so the plan was 22 years old and everyone was confused on who was suppose to activate the sirens.Due to the plan not being updated the emergency personal failed to communicate with each other leading to failed communication with the people of St.Louis.As a result to such failure of communication the emergency management commissioner was placed on leave because instead of all 60 sirens that were supposed to go off 21 of them was not activated.
